Global Talent is recruiting for a client who is a globally well-known company, of which its Plants & Facilities consist of Smart Electricity Meter Manufacturing, Smart Water Meter Manufacturing and Smart Gas Meter Manufacturing Facilities, with its own Research & Development Institutes and Branches. The Group has established several manufacturing plants along with the R&D offices in various countries and regions, including Latin & South America, Africa and Asia. The newest of which is a manufacturing facility that will be established in Mexico.


The Human Resource (HR) Manager will lead the development, delivery and coordination of human resource services and manage the planning, recruitment, coordination and development of human resource programs and initiatives across the 350 employees in the ever growing offices and factories globally. In coordination with the headoffice HR, the international HR Manager will manage several aspects of business including but not limited to employee relations, development and implementation of policies and procedures, recruiting support, country specific handbooks as well as HR responsibilities in office start up, maintenance and shut down. Additionally, The International HR Manager will work with Business Development and Program Teams to lead recruitment and maintain the roster of international experts for projects and proposals. This will include but not limited to recruiting the most suitable employees for international business centers, development and implementation of regulations, policies and procedures for regional headquarters, generating a matrix of employees obligations and their relations with HQ, and direct managers and each other. Also to ensure that the company comply with local regulations, insurance obligations and other benefits. Take responsibility for recruiting and harmonizing the setup of new entities, factories or offices in different countries.


Key Duties and Responsibilities of the HR Manager will include:


  • Work closely with senior management to develop policies and procedures, ensuring compliance of legal and regulatory is met for headquarters and local country offices

  • Provide guidance to staff on Human Resource related matters including hiring, onboarding, leaving/termination, performance evaluations, recruitment, fringe benefits as well as employee relations and organizational policy

  • Monitor and advise the management on changes in local labor laws of the country

  • Work with staff to ensure proper administration of benefits and allowance, payroll data, and changes in employee information. Manage all employee health insurance and retirement plans

  • Having the grasp of sound judgment in the hiring, promotion, transfer and termination of staff

  • Oversee annual performance evaluations including the development of job descriptions, salary scales and salary/fringe benefit market surveys

  • Motivate staff performance and professional development and encourage a workplace environment that values teamwork, reward staff who reach the company set goals, and develop strategies for motivating and energizing team to achieve the targets


What we are looking for:


  • BA/BS in Human Resource Management, Business Administration, Organizational Psychology or a field relevant to Human Resources

  • Seven (7) years working experience in HR Dept., with at least three (3) years as HR manager with proven record of success in recruitment, developing and maintaining relationships as International HR Manager

  • Strong written, oral and interpersonal communication skills in English is a must, while additional languages would be considered as a Plus

  • General Knowledge of local Labor laws and regulations

  • Willing to travel to other countries at any time for as long as required to achieve a specific goal.
